UPS Service Guarantee
Effective October 2, 2025, the UPS Service Guarantee does not apply to any shipments to the United States.
Due to recent changes to United States de minimis regulations, international shipments to the United States may experience delays. Effective October 2, 2025, and until further notice, the money-back guarantee (also known as the UPS® Service Guarantee) is suspended for all international UPS deliveries to the United States.

According to US Executive Orders ,US will suspend duty-free treatment for low value goods from all countries. Starting from 12:01 a.m. eastern daylight time on August 29, 2025., all countries imported to US goods that declared value 800USD or below 800USD will be subject to tariffs.
Low-value shipments (previously under $800) will now be subject to all applicable duties and taxes. ***Plus UPS Brokerage surcharges (minimum US$14)***

Effective June 2, 2025, UPS will introduce the below described fee change for international shipments sent to the U.S.
New International Collect on Delivery (“ICOD”) Fee
Packages requiring the payment of duties, taxes and other government-related charges (“Duties”) will be assessed an additional fee of $12 USD if those Duties are not paid prior to delivery. The ICOD Fee will be charged to the U.S. consignee upon delivery.
Consignees can also avoid these charges if they pay the applicable Duties electronically through the UPS International Pre Payment Application (IPPA) using Apple Pay, Google Pay, or with a credit card (Visa, Mastercard or Discover). In order for UPS to request prepayment of Duties by the consignee, shippers must provide UPS with valid contact information for the consignee. In addition to the notification, a link to pay the Duties is also provided with the UPS.com tracking results for the shipment.
Shippers can help ensure their U.S. customers receive the aforementioned notification to pay Duties in advance by providing recipient contact details on all export shipments (recipient name, phone number, and email address). This will enable the customer to submit payments in advance and avoid the ICOD Fee.

What are the most common UPS Brokerage surcharges that I should be aware of?
Disbursement fee, Warehouse storage fee and Additional tariff lines surcharge are the most commonly billed brokerage surcharges. For these charges, the charge applicable in the destination country will be assessed. A Duty/Tax forwarding surcharge will be charged when the duties and/or taxes are billed outside the destination country. Please see the surcharge descriptions below and the corresponding fees referenced below are for shipments destined to the U.S.
Disbursement fee: A fee of the amount paid or processed by UPS on behalf of the customer will be charged. Shipments to U.S. destinations will incur a fee of 2% of duty/tax (minimum $14.00).
International Processing Fee: A flat fee charged on shipments entering the U.S., regardless of their origin, for certain services. 
Warehouse storage fee: This will be assessed when shipments remain in the UPS warehouse in the U.S. after the two free days, regardless of the customs broker. A minimum of US $25 + US $0.05 per lb. per day will apply after two days. The rate of $0.10 per lb. per day will apply after 7 days.

The U.S. and China agree to temporarily slash reciprocal tariffs. 
Under the 90-day truce(Since 14 May), the U.S. will cut the extra tariffs it imposed on Chinese imports to 30% from 145%.
Order can be shipped only by UPS express.

The Government of the United States (US) announced earlier that it would eliminate the duty-free de minimis treatment for postal items despatched from Hong Kong to the US and increase the tariffs for postal items containing goods to the US starting from May 2.

HongKong Post Service
If customer choose HK Postal Airmail / e-express / EMS express on shipping, order will held until shipping service resume. **After completed the payment, order cancellation is subject to a handling fee, Please ensure that before placing an order.

UPS Express
If customer choose UPS Saver on shipping, Customer is responsible for all import duties. If customer refuses to pay the import duties, the package will be abandoned and no money refund. **After completed the payment, order cancellation is subject to a handling fee, Please ensure that before placing an order.

2026 Rate Information for International Forwarding Shipments

United States
The following changes will take effect September 18th, 2025, for imports into the United States cleared by UPS Supply Chain Solutions, Inc. Customers affected by these changes will see it on their brokerage fee schedule.

  • Entry preparation fees for air and ocean imports will increase by $5.00 per entry
  • Entry preparation fees for ground imports will increase by $1.50 per entry
  • Where applicable, a disbursement fee of 3.5% (minimum of $14.00) will apply to outlays on a client behalf
